17 Hz is right outside the normal human hearing range, but has been proven to effect us despite us not being able to hear it. After experiments American scientists discovered that people are susceptible to feelings of fear, anxiety and depression after exposure to 17Hertz.  In the object, the sound signal is short circuited and hence capsuled in the copper wire.
